The bill (Reg. No. 8603) separates healthcare establishments in terms of structure and organization, and financial and economic status by the types of medical assistance (primary, secondary, tertiary, emergency), establishing the centers of primary medical-sanitary assistance, medical institutions specialized by the profile and intensity as the units of hospital districts and tertiary healthcare establishments.
The bill also applies management by objectives in the budgeting to allocate budget funds from the budgets of respective levels by the types of medical assistance, and introduces medical treatment contracts.
